Ultimately Delhi Service Bill, officially known as the Government of  National Capital Territory of Delhi Amendment Bill,2023 passed on floor of the Upper House of Parliament over a margin of 29 votes (131 - 102).

Now the Central government will be more empowered by this bill as it allows to control over the bureaucrats of Delhi government.The central government can directly interfere the appointment and transferring process of the officials and so on.

Through an order, the Supreme Court previously permitted the Delhi state government Authority a massive control over the most administrative services in Delhi except for public order,land and public matters.
On 19th of May, the Center issued an ordinance to overtake the order of SC.

3 provisions have been deleted from the bill which are the most notable parts of the ordinance

Now let's some Focus on certain amendments made in the Bill :

1) Section 3A Removed :

The bill replaces provision of the section 3A. By making it omission,now the bill will concentrate on articles 239AA that empowers the Center to form the National Capital Service Authority. 

The NCCSA now needs not to submit the Annual Performance Report to the parliament and the Delhi assembly like done before.

2) Changes in appointment procedure that was under Sec.45D :

The bill omits the requirement to direct/order of ministers regarding any proposal of appointing chairperson and members of several boards,authorities,statutory bodies and various commissions to be referred to both the central government and the CM of Delhi that was the provision under Section 45D.

3) Delhi L.G given Authority on Appointment :

The bill includes an updation with a new provision that the Lieutenant Governor will now appoint to commissions and boards formed by the Delhi government. The appointment will be done by following the name list recommended by the National Capital Service Authority and the Delhi CM.

Delhi CM cum AAP Supremo Arbind Kejriwal met the opposition leaders to have their supports collectively to defeat the ordinance that was tabled as Bill in Rajyasabha.

In the lower house,Lok Sabha is BJP-led NDA coalition is already in a strong and stable position with landslide majority while BJP singly tallies 303 seats but in Upper House,NDA is not in such comfortable stand and it is about neck and neck comparing to the number of a opposition MPs.

And this approx balancing equation geared a little bit of hope for them to show and prove some strength in their favour. 

Besides the floor  test would have been an initial replica of opposition Unity in real field. As they have just declared the formation of a United platform  26 anti-BJP parties coming together collectively named I.N.D.I.A. 

But what does mean the actual anti-BJP Unity not been to be noticed. 

3 non-BJP state parties - the ruling YSR Congress and the main opposition TDP from Andhra Pradesh and BJD, the ruling party of odisha voted in favor of NDA. And with their support NDA easily crossed the magic figure of 120 seats.

It witnessed a long debate in the Parliament over the Delhi Service Bill in presence of several veteran leaders as former PM of India,Dr. Manmohan Shing,JMM Supremo Shibu Suren during the debate and voting session.

Home Minister Amit Shah have had a stern attack on opposition. According to him, the removal of this ordinance will act as a safeguard of the rights of Delhi people. Now the AAP government cannot impose this power as its will. This bill will surly prove itself as a pro people initial by ensuring a corrupt-free governance in Delhi.

AAP president cum Delhi CM Kejriwal though expressed his views in a press briefing in such a way that PM Modi did not respect the Top Court order. The center shouldn't interfere in the state subject.The voters of Delhi gave mandate against BJP but they underestimated people.

Political Experts analyse it in several ways. Some takes it as a disadvantage maker for BJP and some other opines it as a political setback of kejriwal as BJP cut his hand short by reducing his political prominence using its administrative technique which will have an immense impact on upcoming Parliament election,2024.
