According to Drik Panchang, the Ganesh Chaturthi in 2023 with the same tithi begins in the afternoon at 12:39 pm on September 18th and ends at 1:43 pm afternoon on September 19th.
Now, you can celebrate the festival between this Shubh Muhurat. However, the best muhurat to celebrate any festival is when it begins — so, in that case the auspicious time period to celebrate Ganesh Chaturthi in 2023 is 18th September after 12:39 pm (afternoon).

Who started Ganesh Chaturthi - The History
If you ask me the history behind this Ganesh Chaturthi or want to know who started this 10-day joyful celebration of Ganesh Chaturthi, then let me shed some light on the early 18th century - the period of Peshawas.
Yes, I am talking about our great grandfather’s generation who were considered to be the great devotees and keen followers of Lord Ganesha in those days. They are the ones who have started a public Vinayaka celebration in Pune in the month of Bhadrapada (Mid Sept- Mid Aug).
However, due to British rules and regulations, this festival has lost its love and joy inbetween for some time. But later in 1893 Lokmanya Tilak took the responsibility to build the unity among people despite caste, status, and background and recreated the love for Ganesha again in people’s heart.

1) Celebrate the Rebirth of Lord as Lord Ganesha -
According to Hindu mythology, the Lord Ganesha is the young son of Lord Shiva and Goddess Parvathi. Once upon a time, when Lord Shiva was not at Kilash Parvat, Goddess Parvathi was feeling so alone that she decided to have a son to take care of her in the absence of her husband, so without consulting with Lord Shiva, she created a boy statue with the dirt of her sweat and grant him the life with divine power.
Once, Goddess Partvathi called her son Ganesha instructed her to guard her while she took a bath. Now, Ganesha does not know anything about his father Lord Shiva, so when Lord Shiva returned home he found Ganesha blocking his path, and after some deep argument Lord Shiva lost his control resulting in the death of Ganesh by cutting his head apart.
After sometime when Goddess Parvathi got to know about everything she became so angry that she became so aggressive to distroy the world. Realizing the mistake, Lord Shiva then replaced his son's head with the head of an elephant which ultimately made him a unique treasured deity.
